Changing two consecutive 4th tones.. but not all the time!

Hi everyone!

I have just watched the video about tone changes in the say it right series, the one about bu2cuo4 and yi2ci4.
But it appears that we still have to say “da3dian4hua4”.
So my question is: when do we have to change tones when we come across two consecutive fourth tones? How do we know when to do that?

The tone change rule only applies to;
不 bu4
一 yi1
and two third tones
