Excellent question! In mainland China, 一 is pronounced as yāo when people are reading out numbers, especially telephone numbers. This is because 一 yī can sound similar to 七 qī,so saying yāo reduces the likelihood of confusion. In Taiwan, people do not use the yāo pronunciation.
" yī and yāo" they are no difference, people usually say " yāo" when they read telephone number ,room number.

yao1 and yi1 are interchangeable and they both refer to the number “1”. People prefer to say yao1 when reading out the telephone number such as 114 (yao1 yao1 si4) But “yi1 yi1 si4” is also understandable.
