It’s a sentence structure in Chinese that we want to say some “not only…but also”
Here, 不說 it literally means “not said”, but in real life we just say it to make the statement less important than the next one.
Just like how we say “not only A, but also B.” A is slightly less focused than B.
不说 is the conjunction word here. …不说, 而且… is also the set phrase which is equivalent to “not only… but also…” It’s more used orally. You can also say 實物與圖片嚴重不符，“不仅/不但”穿上身不好看，而且內裏還很扎肉.
