Translation: "To submit a proposal"

I was writing a cover letter in Chinese last week, and was unsure of the most accurate way to translate “to submit a proposal”. The context is a freelancing website where you can offer your services to a client at a certain price, which is called submitting a proposal. I opted for 提出一个提案, but wasn’t sure about the noun 建议. To me it sounds like a putting forward a suggestion or recommendation as opposed to a proposal. Can 建议 also be used in this context? Also I would be grateful for alternative verbs to 提出.

Yes, you’re right. 建议 is more like a suggestion. If you’re focusing on the proposal, you can either say 提案 or 方案. As for “to submit”, I think there’s only one proper translation, 提出.
